From what I see in your xml file, this seem to be a fatal error.


Could you share your design by archiving the project (Project > Archive Project) so that I can investigate it further.


Have you tried running the design in the latest Quartus version (24.3) to check if the issue has already been fixed?

Unfortunately, I can't share the project as a netlist due to company policy.

I will try to update the tool version.
