May I know why you need a written certification for the Oracle version of the Java license? Could you share the purpose of use?

For your information, starting from Quartus 19.3 Pro (and possibly 19.2) and Quartus 19.1 Standard, we use the adopt JRE.

    Regards,

    Richard Tan
