Frequent ContributorYou are a few years too late; Intel has deprecated the availability to download most older versions of the design software.
You can download Quartus here:
https://www.intel.com/content/www/us/en/collections/products/fpga/software/downloads.html
But the versions available are 13.0sp1/13.1 and 17.0 and later.
What specific device(s) are you trying to support?
