You are a few years too late; Intel has deprecated the availability to download most older versions of the design software.
You can download Quartus here:
https://www.intel.com/content/www/us/en/collections/products/fpga/software/downloads.html
But the versions available are 13.0sp1/13.1 and 17.0 and later.
What specific device(s) are you trying to support?

Hi, it is Excalibur device, last support is Quartus II 5.0.
Any help is appreciated.

We no longer support in the webpage.
But you can see below archive link for older Quartus 5.
May take a look otherwise that is the best I can help.

Have you downloaded and tried the QuartusII 5.0 at that link?
If so, what is missing?
My personal opinion is you are on a hunt for a unicorn.

A complete design suite includes Quartus II, Modelsim, Megacore IP Library, NIOS II Embedded Design Suit, and additional service packs, which described clearly as my title. Nothing else, and nothing special.
