Need to merge new Quartus license with existing IP licenses in Self Help License

I need to add a newly purchased Quartus license to my current legacy IP(s) license file and I cannot merge the features and generate a single license. All the IP is currently not on maintenance - this is not required as the IP is fine for our needs, and there is not a requirement for these to be on maintenance.

I can only generate either a separate Quartus or IP License. The issue is due to the fact another Admin has captured the activation code and enabled the creation of the Quartus license on their account.

I have been made Admin and a Licensed User for this new Quartus license, and I can see the license in my list of available features, but I cannot generate a merged license with both new Quartus and legacy IP.

Is there a work around or feature to enable this please?
