Is this license file a purchased license or a no-cost license?
If this is a purchased license, contact the Altera Customer Service here:
https://licensing.altera.com/sslc/s/contact-customer-service 
If this is a no-cost license, just simply generate another new no-cost license for the Questa Starter Edition.

It's a no-cost license.
The current Computer is with the "Primary Computer ID" . And the license type is "Floated".
I would like to change the license type to "Fixed" with the same "Primary Computer ID". And I tried it on the window below, But when I clicked "Save", but it told this error:

Unfortunately, we are unable to reset the rehost count for no‑cost licenses. The NIC ID is already associated with a floating license type and cannot be changed unless you have a purchased license.
As an alternative, you can:
• Use a different NIC ID for a fixed license while keeping the current NIC ID for the floating license, or
• Create a new SSLC account or ask a colleague to generate the license using the required NIC ID
