Limitations of the PRE_FLOW_SCRIPT_FILE method

The PRE_FLOW_SCRIPT_FILE assigned tcl script executes whenever we click on compile button. Is there a way to force execution of tcl script if we merely run synthesis, or merely fitter e.t.c?
