License Issue

Hello Intel, I am trying to run the Questa Intel Starter FPGA Edition-64 2024.3 software and am having a license issue, specifically the error messages read:

** Error: Failure to checkout 'intelqsimstarter' license feature.

Unable to checkout a viewer license necessary for use of the Questa Intel Starter FPGA Edition graphical user interface. Vsim is closing.

I have applied/recieved a .dat file for the license and have created a path to said license in my C drive. I am not sure how to fix this? Is it an issue with the Primary Computer ID or a license type issue.
