Is Intel Quartus II Programmer Version 5.1 still available for download?

I have gone to the Intel "Download Center for FGPAs" and under the "Programming Software" tab, "Quartus Prime Programmer" can be found. Selecting release version 5.1, it takes me to a "Quartus II Sub...

Update: Do I need the Quartus II Stand-Alone Programmer? It looks like the earliest version of this is 9.1.
