I am having trouble opening the DE2-115 Control Panel and also with the Quartus II version 13.0 compiler

When I try to open the DE2-115 board Control Panel on my PC, I get a download error message and the Control Panel only opens 95%. Also, I am unable to successfully compile a schematic which I created with Quartus II version 13.0. I am also unable to obtain a license to program my board.
