FlexNet Licensing error:-15,10.  System Error: 10061 "WinSock: Connection refused"

When I load the quartus license files and start the service I get this error:

FlexNet Licensing error:-15,10. System Error: 10061 "WinSock: Connection refused"

Any suggestions to get around this?
