Error: "Failed to refresh PTF file" Windows 7 and Quartus 10.1

I have just acquired a new computer with Window 7 installed.

After installing Quartus 10.1, I have tested one of the SOPC systems developed on the old computer which was running WinXP SP2.

While generating the system I have encountered the following error messages:

Error: System generation failed.

In the attempt to resolve this problem I have taken the following actions:

1. turned off the Virus Scan (from CA);

2. turned off the Firewall;

3. turned off the UAC;

Furthermore, I have created a test SOPC system (with CPU, EPCS, RAM, SYSID and JTAG) and attempted to generate it under the following environments:

1. Quartus 8.0 32 bit SOPC;

2. Quartus 8.0 64 bit SOPC;

3. Quartus 10.1 32 bit SOPC;

4. Quartus 10.1 64 bit SOPC;

5. Quartus 10.1 32 bit QSYS;

6. Quartus 10.1 64 bit QSYS;

in all cases I am not able to generate the system because errors are occurring whenever the PTF file is going to be generated.

I will really appreciate some support on this issue if anyone of You had experienced similar problem.
