Could Quartus Prime Lite have full development function for MAX II CPLD?

The latest version of Quartus Prime Lite (web/free) supports MaxII. See here:

Select MAX series in the upper headers, then go to the MAXII series row based on the far left column.

Not sure what you mean by 'full development function'.
