Super ContributorPlease try running Quartus in Administrator mode, or consider changing the project directory to a different location (for example, outside protected or system‑managed folders).
As sstrell mentioned, Quartus Prime 16.1 is a legacy version and is now quite old. No further technical support is provided for this version.
I would strongly recommend installing and using the latest supported Quartus version
