Can't get Altera JTAG Server service running on Windows 7

I recently upgraded from Quartus 9.1 on Windows XP to Quartus 11.0 on Windows 7 64-bit. At one point my USB Blaster was working, but it stopped (it may have been after a Windows OS auto-update?).

The quartus programmer gives "Attempted to access JTAG server -- internal error code 82 occurred". I disabled my firewall, but the error persists.

When I look at the Services window, "Altera JTAG Server" is not present at all, so I could not start the service. I ran the sc (service control app) from an elevated command prompt (admin rights enabled) as follows:

sc create "Altera JTAG Server" binpath= C:\altera\11.0\quartus\bin\jtagserver.exe

This successfully created the service for me, but I still can't start it. I get Error 1053 - service did not respond to start in timely fashion. The service appears configured identically as my old machine except for the path to jtagserver.exe

After I removed virus scanning software and firewall protection, I re-installed Quartus II ver 11.0, but still have the same problem. The USB Blaster shows up as "Altera USB-Blaster" in the Device Manager, so I think it is set up right.

Any ideas?
