Can't get Altera JTAG Server service running on Windows 7

I recently upgraded from Quartus 9.1 on Windows XP to Quartus 11.0 on Windows 7 64-bit. At one point my USB Blaster was working, but it stopped (it may have been after a Windows OS auto-update?).

The quartus programmer gives "Attempted to access JTAG server -- internal error code 82 occurred". I disabled my firewall, but the error persists.

When I look at the Services window, "Altera JTAG Server" is not present at all, so I could not start the service. I ran the sc (service control app) from an elevated command prompt (admin rights enabled) as follows:

sc create "Altera JTAG Server" binpath= C:\altera\11.0\quartus\bin\jtagserver.exe

This successfully created the service for me, but I still can't start it. I get Error 1053 - service did not respond to start in timely fashion. The service appears configured identically as my old machine except for the path to jtagserver.exe

After I removed virus scanning software and firewall protection, I re-installed Quartus II ver 11.0, but still have the same problem. The USB Blaster shows up as "Altera USB-Blaster" in the Device Manager, so I think it is set up right.

Any ideas?

    I got it working by downgrading to version 10.1 sp1 and loading the same project. As soon as I tried to open the programmer, it immediately threw up a modal dialog box saying it could not start the jtag server service, with "Error opening SCM" as the reason.

    The strange thing was, after I dismissed the dialog box, the USB blaster was finally listed as one of hardware devices I could select (before it was only "No Hardware"). I checked the windows services and sure enough, I cannot find any "Altera JTAG Server", but it didn't seem to care.

    I went back to version 11.0 and it also works now. This was a painful experiment. I don't know if it is broadly applicable.

    I had the same problem after installing q11.0. I tried different things but there was no usb blaster available. After this i installed q10.1 without uninstalling q11.0 and now the usb blaster was selectable in both versions of quartus. Then i uninstalled q10.1 and then there was no blaster selectable again.

    I solved the problem by installing the stand alone programmer (v11) after installing q11.0.

    I guess it is a "feature," the system requirements for Q11 Web only say 32bit. Hopefully it wasn't decided in the same meeting where they made parallel compiling a pro feature.

    ow loverly, just installed 11 version on PC and laptop and here also the USBblaster is not working.

    i hope its just a bug, this is really annoying.

    Andre.krueger (above) has the correct answer.

    You need the 64 bit jtagserver on a 64 bit kernel as the kernel 32/64 bit conversions sometimes have problems - the 32 bit jtagserver is unreliable on a 64 bit kernel.

    Installing the 11.0 programmer install after the 11.0 web edition should get the correct files installed.

    Same for med, spent two days looking for a solution and finally found this thread. Worked after installing the 10.1 standalone programmer.

    (I'm on win7 64 and it said that the jtag server couldn't start on a 64-bit system).

    Altera, perhaps some testing would be in place before you release new stuff?
