Can't get Altera JTAG Server service running on Windows 7

I recently upgraded from Quartus 9.1 on Windows XP to Quartus 11.0 on Windows 7 64-bit. At one point my USB Blaster was working, but it stopped (it may have been after a Windows OS auto-update?). ...

I got it working by downgrading to version 10.1 sp1 and loading the same project. As soon as I tried to open the programmer, it immediately threw up a modal dialog box saying it could not start the jtag server service, with "Error opening SCM" as the reason.

The strange thing was, after I dismissed the dialog box, the USB blaster was finally listed as one of hardware devices I could select (before it was only "No Hardware"). I checked the windows services and sure enough, I cannot find any "Altera JTAG Server", but it didn't seem to care.

I went back to version 11.0 and it also works now. This was a painful experiment. I don't know if it is broadly applicable.
