Can't generate programming file

When I compiled a project , quartus ii v9.1 doesn't generate the programming file. Below is the message.

Info: Compilation Report contains advance information. Specifications for device EP4SE530F43C4 are subject to change. Contact Altera for information on availability. No programming file will be generated.

Is my quartus ii version too old to generate the programming file? What can i do?

    Your version of Quartus is the most up-to-date. However, I believe programming file support will not be enabled for certain Stratix IV E devices until either 9.1SP1 or 10.0. Contact your FAE. Is there an "ES" version of the part?

    Here is some info. I think if v9.0sp2 has pof support feature, then v9.1 does.
