Can't generate programming file

When I compiled a project , quartus ii v9.1 doesn't generate the programming file. Below is the message. Info: Compilation Report contains advance information. Specifications for device EP4SE530F4...

Here is some info. I think if v9.0sp2 has pof support feature, then v9.1 does.

Your version of Quartus is the most up-to-date. However, I believe programming file support will not be enabled for certain Stratix IV E devices until either 9.1SP1 or 10.0. Contact your FAE. Is there an "ES" version of the part?
