I see the same thing. Going to:
results in a window like this:
that spins forever (or at least 5min, I gave up).
Windows 10 Firefox or Chrome, same behavior.
The page used to work. Now it doesn't.
Appears to be an Intel website problem that they need to address/fix.

We are so sorry that there's some system issues at the backend causing the installation files missing from the download page before this and we have fixed the issue. Thanks for letting us know ^-^
Good News ! You can now find the Quartus II 13.1sp installation package from our official download page and is available for downloading ^-^
Beyond this, is there any further support that needed from our end ?
