Automatic debug logic insertion has failed

When I open a previously compiled normal project for compilation using Quartus18.1 Pro on Windows, this problem suddenly appears. The error message is “Automatic debug logic insertion has failed”.

Then I temporarily compiled the project on Quartus19.2 Pro and it works normally.

How do I resolve this error?

    Without knowing what's in the design or seeing any other messages around the error message, this is pretty difficult to diagnose. Turn off the message filtering and see if there are warning or informational messages before the error message that might help clue you in.

      I reinstalled the Quartus18.1 Pro and it compiles normally without error message. Thank you.
