unable to connect from jtag while devkit boots with bsel 0x7

Question

My Altera's Devkit configured with BSEL 0x7 (boot from QSPI 3v), but nothing there.

Fail to to load preloader from jtag with error message:

ERROR(TAD9-NAL30): # in /home/abc/preloader.ds:12 while executing: stop

! Unable to stop device Cortex-A9_0

! Cannot stop target.

ERROR(CMD656): The script /home/abc/preloader.ds failed to complete due to an error during execution of the script

Is there a restriction to load from jtag when bsel is 0x7?

If such, some help with workaround will be appreciated.

it was hardware problem with custom card. should close this one.
