unable to connect from jtag while devkit boots with bsel 0x7

My Altera's Devkit configured with BSEL 0x7 (boot from QSPI 3v), but nothing there. Fail to to load preloader from jtag with error message: ERROR(TAD9-NAL30): # in /home/abc/preloader.ds:12 ...
