You can run the Niche stack without an OS, it is called "superloop mode". You need to patch a few things and it isn't officially supported by Altera. Have a look at that design example (http://www.nioswiki.com/index.php?title=exampledesigns/superloopsimplesocketserverplus&highlight=superloop).
