How to read the context in the EPCSXX?

I don't think I understand your question. The EPCS devices don't have a context.

But perhaps you meant "the contents". I think the Quartus programmer can read the contents, or you could use the HAL routines to read it from the target.

I think the SRunner from altera is the best solution, i have a USB-Blaster, but the SRunner doesn't support USB-Blaster, it supports ByteBlasterII, so i have to buy a ByteBlasterII or make it by myself.
