Cyclone I read-out external config cfi flash 28F256

HI, I would like to readout external CFI flash connected to cyclone 1 fpga. I have only JTAG connection to fpga, so I need to bypass or bridge through an FPGA. I have installed Quartus lite toolchain. I detect by jtagconfig only device 1PC12 . Is it possible to configure fpga (in RAM) with some loader And run the readout? After reset FPGA might be configured from flash as before...or maybe some better way exists? Thank You
