When to use asmi component?

Hello all,

I have been told this asmi component is needed to get to some pins, for example spi pins on a cyclone. But I can't seem to find that information anywhere, does it depend on which pins are used in the PCB design, or are these pins from the device itself? I also can't seem to find such a datasheet that you know which pins are what, like if it has JTAG pins, where do I find these?

But my main question here was: when do I use this ASMI component, when can't I assign the pins I need in my toplevel?

I hope someone has any clue what I am talking about and can explain it to me.
