Sukiminna I'm experiencing the same problems that you are. I am working with a DE2 board and I have the following system:

Test_Pattern -> Framebuffer -> CVO

I have configured my peripherals the same way you have done it and the results are the same (flickering and incorrect bars). Have you managed to solve your problems?

Does anybody know if it is a Quartus problem in sp1?
