TSE MAC not transmitting

I cannot get the TSE to transmit. I am using the Cyclone III development kit. I used the Megawizard to generate the TSE. I am not using this in a NIOS system and generating the ethernet packets in VHDL. My code can receive packets from the Marvell PHY through the TSE MAC just fine but when I try to transmit I don't see anything on the RGMII and tx_control lines.

    Pay more attention on tx_clk.

    This clk needs to be 125M to active the 1000M mode.
