vip_example_design_3c120_v91_revB can be found here (https://www.altera.com/support/software/download/refdesigns/broadcast/dnl-post-process.jsp?swcode=www-ref-dev-video).

The filename is video.zip, but the contents are the 9.1 version of what you asked for. 8.1 is out of date and I am not sure where to find a legacy copy.
