PCI Express board is not detected by lspci in linux

Question

I have Cyclone IV GX FPGA Development Kit Board. I have made the time limited .sof file in Quartus. I have used a reference design for cyclone IV.

(PCI Express to External Memory Reference Design:c4gx_pcie_qsys_msgdma_11_0_1.)

In Quartus programmer I Sucessfully download the .sof file to fpga. The status LED (alive LED starts blinking). But when I want to see this board in linux, there is no board detected. Why? Any suggestions?

Have you rebooted Linux after loading the .sof?

Yes I have made the procedure: Programming with the .sof File which is described in PCI Express to External Memory Reference Design on page 13.
