Altera has moved to 9.1sp1. do you specifically need version 9.0? You can request an evaluation license using MySupport, and so the best way forward for you would be to request one using the support site.

I have floating license for Quartus 9.1, and Quartus 9.1SP2, it includes NIOS II/SOPC already, but I want to use the DSP Builder, do we need buy another DSP Builder license, or just request a license for DSP?
In Altera website buy software on-line link there isn't any price information for DSP license, I think the Quartus license fee should cover the DSP Builder license. What should I do? Thanks! - Altera_Forum

Quartus II license fee does not cover DSP Builder, you will need to purchase a new license. you should contact your local Altera distributor for pricing

But there is no free license for dsp builder? Only for generate the VHDL code!??:eek:
