Getting "Video Over IP" Reference Design

I am interested in "Video Over IP" reference design. I've tried to go through "Request reference design" but got no response.

Currently I own Cyclone III started kit and Quartus II web edition software.

Questions, what licenses and software is needed to get "Video Over IP" reference design? And what is the best eval kit to evaluate this design?
