Honored Contributor --- Quote Start --- I've just switched my computer to Turkish using Control Panel and have replicated your problem. The good news is there's a workaround: switch your computer to not turkish. The bad news is that's all I can suggest. You'll have to wait for the tool to be released with a fix for this.
