Configurable O/p's on DE-II

Hi All, I am pretty new to this forum and FPGA. I purchased a DE-II board from altera. I want the expansion headers to control some of my other circuitry which are at 2v5. But the problem...

The output voltage level is fixed in the board hardware by connecting bank VCCIOs to respective supply voltage levels and can't be changed through software settings.
