Cannot generate rapid io ip core

I have a problem of generating rapid io IP Core, no matter with Quartus II v14.0 or v12.0 on WIN7 or WIN10.

with Quartus II v12.0, it stucks at the first step "Preparing to generate..."

with Quartus II v14.0, it has an error http://www.alteraforum.com/forum/attachment.php?attachmentid=12078&stc=1

What should I do to successfully generate the IP Core?
