begining with kit & Ethernet

Hi all,

please could you help to understand policy of software ?

i would like to buy :

and i would like to connect it directly to A/D converter and send all samples at 40MSPS, 8bit per sample size, to the LAN using gigabit speed ...

is it possible to do it using free licenses ?

what should i do to achieve my target ?

i will appreciate any help with implementation of FPGA software part ...
