Right. Also the above linked Audio Sample Rate Converter block diagram uses it. It's obviously providing asynchronous rate conversion, e.g. 44.1 to 192 kHz. It's part of the AES3/EBU Reference Design, that can be obtained from Altera. Also a reference design for the AN347 farrow rate converter is available.

But as SingMai suggested, you may want to ask the supplier, if he supports Altera FPGA, too.
