ALTPLL for Cyclone III in Quartus 10.1 SP1

I am trying to instantiate an ALTPLL in my design but it does not show up in my list of IP in the MegaWizard. I can find it on the website but there is no link to download it. I requested it but I have gotten no response. How do I get the MegaCore function on my PC. It should not be this difficult.
