altgxb in lock_to_reference mode

hello!

I want to use the altgxb in lock_to_reference mode.

From the handbook,the rx_pll_lock will be high and

rx_freqlocked will be low.But when i simulate in modelsim,

the rx_pll_lock and rx_freqlocked are high. why?
