A5E : high transceiver power consumption?

According to the Power and Thermal analyser for A5E (B)

the transceivers running at 10 Gbps (say for 10G ethernet)

consume  500mW each.   This is more than double the Xilinx, even 7nm...

Is the tool wrong ? Have I got  the tool set wrong ? is it really this high ?

How can I reduce the power consumption of these transceivers down to say 200-250mW ?

4 lanes of PCIe Gen3 and that's 2W of dissipation just to route signals 4" across a PCB.... ???.
