It will be great if an independant tool can support all fpgas e.g leonardo spectrum(but it got versions for altera and xilinx and asic... separately)
As to quartus don't let altera hear that... May be one day when we all get together in a coalition such as that between mathworks/altera/xilinx - Altera_Forum

Funny question. But no, Quartus does not support Xilinx FPGAs and ISE does not support Altera FPGAs. It would be nice if they would though :)
