Hi

I did not understand at all your problem: you would like to create a VGA component (a controller I suppose?) or you would like to use existing components from VIP to create a video pipeline?

I suggest yout to take a look here http://www.altera.com/literature/an/an427.pdf, an application note provided by altera about VIP.

There are also lots of thread on this forum about video pipelines, a fast search should give lots of results.
