i believe you'll need 9.1(sp2?) to use the kit. you can grab it here:
https://www.altera.com/download/archives/arc-index.jsp its ok to have more than 1 version of Quartus II on the same machine. i expect this kit might get updated to 10.0 - Altera_Forum

You can not use the Q10.0 with the GUI.
The current active version has to be the 9.1 /sp1/sp2 Just start the Q9.1, then start the GUI again. The Kit should be included the full set of Quartus. If you can not find full Quartus, then try installing Stand alone Quartus Programmer. That should be equivalent. - Altera_Forum

I have a new install of Quartus II 9.1/sp2 running on a new install of 64-bit Windows 7, and get the same error when loading the Stratix IV dev kit's BoardTestSystem.exe. Starting Quartus II does not help.
Precisely what is the BoardTestSystem.exe looking for to determine the current Quartus II version? - Altera_Forum

I do not think the BTS is supporting Win-7.
As far as I recall, it only supports XP. - Altera_Forum

Thanks Dave. I found that BoardTestSystem will work in Windows 7's XP Mode, but it's a bit unwieldy. The BoardTestSystem_new.exe file requires Quartus II 10.0, which I haven't installed yet.

BoardTestSystem_new.exe does work in Windows 7 after installing Quartus II 10.0, however other dev kit programs and reference designs are still not functional in Windows 7.
I eventually tracked down and installed an old copy of XP. I look forward to when Altera fully supports current OSes like Windows 7 for all of its offerings. - Altera_Forum

Can you provide a link? The version on the web for the kit install still shows 9.1.2.exe version

Nevermind - I found it. I was looking at Arria II GX kit installation. That kit has the same problem and is also to be updated shortly from what I've been told.
