Stratix IV GX kit: BoardTestSystem.exe fails "active version is not 9.1"

I'm trying to run the BoardTestSystem.exe program for a Stratix IV GX kit. Unfortunately, it complains that 9.1 must be the active version. I have already installed Quartus 10.0. ...

BoardTestSystem_new.exe does work in Windows 7 after installing Quartus II 10.0, however other dev kit programs and reference designs are still not functional in Windows 7.

I eventually tracked down and installed an old copy of XP. I look forward to when Altera fully supports current OSes like Windows 7 for all of its offerings.
