I'm afraid I don't have an answer for you but you're not the only one. I've just come across exactly the same problem trying to do the same thing! :(

edit to add -

I am using the following command: 

sof2flash --epcs --input=hw.sof --output=hw.flash --offset=0x300000
and I am using the 7.2 version (fully licensed) of the Quartus tools
