Thanks for the hint.
I am using the hwlib latest master and your commit changes are present in my project.
can you confirm if the cyclone V HPS supports flash device IS25LP064A-JBLE interface through QSPI peripheral ?
I am happy to share further details if that could be useful to debug the issue.

Sorry to mention that the part you are using was not in the list of tested flash below:

Have you tried writing into the flash and check if the value is written?
