No you cannot. Q9 stopped supporting older FLEX and APEX devices. You'll have to drop down to Quartus 8.1

These families are still supported by Quartus II V9.0. I'm not aware of a restriction of the web edition for these devices, but I'm not completely sure with Flex10k. Did you enable these devices during installation?

Now I'm trying to download Quartus II Software Web Edition Version 7.2. but for unknown reason the download process stops at 373MB. Did anybody try that? The same occurred with v7.0 a day before. I succeeded to download Quartus II web edition v.7.2. The problem was, as it seems, with Firefox browser. Finaly I did it using Internet Explorer.
Now I have another question. Is it possible to get free license for number of computers in a classroom. If yes, are there any restrictions for such a license? Appreciate you help! - Altera_Forum

You'll need to contact an Altera sales representative regarding licensing.
