If i refer to the user guide Max 10 FPGA device datasheet, tRAMP refer to Power supply ramp time.
This means the power supply should ramp up from 0V to the required operating voltage within X amount of milliseconds. Too fast or too slow of a ramp can cause unpredictable behavior, especially during configuration.
