Altera_ForumThere must be at least a program flash connected to the mb86h25b. It may also contain the Cyclone II configuration.

A 24C64 (8 kByte) isn't able to store the configuration of EP2C5 (about 150 kByte), also it's not a supported configuration device. Your circuit most likely contains another programmable device, either memory or microcontroller with flash, that holds the configuration.

do you know how to use QuartusII programmer? launch the program from QuartusII tools menu. and connect to your USB-Blaster to your board. if you use Active Serial programming. check Examine flag and start it. you can read pof image from your FPGA(EEPROM) if you use JTAG, tell me that it need another skill. - Altera_Forum
the oreginal circuit is a satelite decoder.
