PCIe hotplug issues with Stratix IV GX?

Hi, I've started working with the Stratix IV devkit and noticed that programming procedures require that a second PC program the board plugged into a first PC. In other words it does not appear...

i do not know the technicals of why this doesn't work, but you can get away with 1 PC if you boot the PC, program the FPGA, and hit the PC's reset button. the FPGA will not lose its configuration when the PC resets.
