Old versions of PowerPlay

Hi! I would like to estimate the power usage of an HDL design for Cyclone II compiled with version 11.0 of Quartus II. Where can I find and download the correct version of the powerplay excel sheet ...

I think you're mixing things up. Powerplay is the feature in Quartus (now just called the Power Analyzer) that performs a power estimate based on an actual design. The Early Power Estimator (EPE) is the spreadsheet tool where you enter information about the design to get an early estimate based on estimated resource usage.

I don't think there was an EPE for Cyclone II (too old at this point), but you can start here with the user guide:
